Frank Vincent Serrano

Dr. Serrano is an experienced clinical social worker with a demonstrated twenty-year+ history of working in the hospital & behavioral health care industry, social services and education. A staunch community and social services professional and advocate with many years of government and non-profit employment and volunteer experience.

Dr. Serrano was born in and has resided all of his life in California, aside from the time while attending St. Edward’s University in Austin, Texas attaining his Bachelor of Arts degree of Psychology – Behavioral Neuroscience in 1995. Upon returning to California, Dr. Serrano attended San Jose State University to complete the Master of Social Work degree in 1998. Several years later, Dr. Serrano attended the University of San Francisco and was awarded the Doctor of Education with an emphasis in Organization and Leadership in Higher Education in 2013. In addition to the aforementioned degrees, Dr. Serrano has attained a Forensic Human Services Diploma per a collaboration between San José State University School of Social Work, the County of Santa Clara Department and Family & Children’s Services and Superior Court in 2005; as well as a Certificate in Advanced Clinical Alcohol & Drug Studies from the University of California, Extension, Santa Cruz, CA in 2002. Dr. Serrano currently retains the following certifications: Certified Mental Health Rehabilitation Specialist (CMHRS), Doctoral Addictions Counselor (DAC), Clinically Certified Chemical Dependency Counselor (CCCDC), and Clinically Certified Forensic Counselor (CCFC).

Current appointed committees and boards include: Santa Clara County Behavioral Health – Diversity, Equity and Inclusion (DEI) Committee; Santa Clara Valley Medical Center – Diversity, Equity and Inclusion (DEI) Committee; County of Santa Clara Race and Health Disparities Community Board Member (District 1); Gardner Health Services – Professional Board Member, Chairman of the Board.
