Dean, Counseling Services and Student Success

Napa Valley College (NVC) is seeking an individual with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students.

Our Counseling Division provides key services to Napa Valley College students in reaching their academic goals with a comprehensive education plan, graduation achievement (degree and certificate), transfer assistance to a 4-year university, student services and preparation for a professional career beyond Napa Valley College.
 
The Dean of Counseling Services and Student Success will be responsible for providing administrative direction and oversight for the operation and management of the Counseling Division, including General Counseling, Transfer Center, Career Center, Articulation Office, and the following instructional programs: Counseling, Human Services and Addiction Studies; providing leadership, coordination, articulation and implementation of the initiatives and activities for Student Equity and Achievement (SEA) Program in the areas of Credit and NonCredit matriculation, counseling, orientation, educational planning, academic probation and retention and follow-up services; managing overall delivery of assigned student services; providing information and serving as a resource to others; and achieving defined objectives by planning, administering, evaluating, developing, implementing and maintaining services in compliance with established guidelines.
 
This job reports to the Assistant Superintendent/Vice President, Student Affairs.
 
This is a full-time, 12-months-per-year, educational-administrative assignment. The salary has an appropriate placement on Range 19 of the current Administrative/Confidential salary schedule.  Initial salary placement is $8,466 to $9,333/month, with future steps up to $11,911/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package, including medical, dental, vision, disability and life insurance, employee assistance program, and CalSTRS membership. Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.    

DUTIES AND RESPONSIBILITIES

Essential Functions

  • Assists in articulation of courses and instructional programs (e.g. K-12, other institutions of higher education, in collaboration with the Office of Academic Affairs, etc.) for the purpose of providing necessary communication, planning, and educational pathways.
  • Collaborates with a wide variety of internal and external groups (e.g. other District departments, auditors, community organizations, state and federal agencies, program directors, Chancellor’s office, etc.) for the purpose of implementing and improving program components, creating long and short term plans, and addressing organizational objectives.
  • Conducts in-service training programs for faculty, staff, and administrators for the purpose of providing information on current trends, educational and regulatory changes and meeting professional growth requirements.
  • Prepares a wide variety of complex materials (e.g. reports, plans, etc.) for the purpose of meeting requirements of District, local, state, and federal reporting policies.
  • Evaluates assigned personnel (e.g. counseling faculty, counseling adjunct faculty, instructional faculty and staff) for the purpose of ensuring that standards are achieved and performance is maximized.
  • Facilitates meetings that frequently involve a range of issues (e.g. personnel and financial procedures, regulatory requirements, requests from outside agencies, interdepartmental needs, etc.) for the purpose of communicating information, developing recommendations, guiding and supporting students, staff and faculty, and serving as District representative.
  • Implements District policies and procedures in various areas (e.g. Student Affairs, Academic Affairs, etc.) for the purpose of recommending program needs, policy development, and applying appropriate state and federal guidelines.
  • Leads counseling faculty, staff, and other programs and colleagues (e.g. innovative student success practices, development of student learning outcomes, etc.) for the purpose of achieving organizational objectives while complying with established requirements and District goals.
  • Oversees day-to-day operation of General Counseling, the Transfer Center, Career Center, Human Services Program, Addiction Studies Program, and other programs for the purpose of ensuring department activities/programs are implemented in accordance with established policies, laws and regulations.
  • Oversees state, federal, and regional budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits, and compliant with state and federal fiscal practices.
  • Participates in a variety of meetings (e.g. Student Affairs Council, Academic Affairs Deans Meeting, Diversity, Equity, and Inclusivity Committee, Curriculum Committee, Guided Pathways, etc.) for the purpose of representing and addressing the needs of the division and programs.
  • Performs a variety of personnel functions for faculty and staff (e.g. recruiting, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing for counseling services, instructional courses, enhancing personnel productivity, and achieving objectives within budget.
  • Plans, implements, and monitors Student Equity and Achievement (SEA) Program in the areas of Credit and NonCredit (NC) matriculation (e.g. education planning, orientation, academic probation and retention, follow-up services, etc.) for the purpose of assessing program services data, accomplishments, division needs, and state mandates.
  • Provides administrative oversight of institutional effectiveness components at the Division level (e.g. student success, student support, counseling, articulation, educational planning, transfer services, career services, Human Services and Addiction Studies internship MOUs, recruitment, selection, assignment, supervision and performance evaluation of assigned personnel, determining staffing patterns and instructional loads, initiatives, etc.) for the purpose of program improvement, implementation and meeting District, state, and federal standards and goals.
  • Recommends solutions to a wide variety of complex issues for the purpose of addressing the curriculum, and the counseling division and program needs of the District.
  • Responds to a wide variety of inquiries from internal and external sources for the purpose of identifying relevant issues and recommending or implementing action plans.
  • Supports faculty (e.g. development, revision, and approval of department curriculum, etc.) for the purpose of ensuring timely submission of curricular and program.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.
 
KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: current trends and best practices within student services; concepts of professional growth; federal and state grants management; pertinent codes, policies, regulations and/or laws; extensive knowledge of grant funding and NVC mission; budget preparation and control; and accounting/bookkeeping principles.

Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a department, large work unit, and/or across several small work units; supervising the use of funds for multiple departments. Utilization of significant resources from other work units is routinely required to perform the job’s functions. There is continual opportunity to impact the organization’s services.

Working Environment
The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
 
Experience:               
One (1) year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.
 
Education:                 
Master’s degree from an accredited institution in job-related area.

Desirable Qualifications

  • Master’s Degree in counseling, psychology, educational or career counseling, or related discipline and two years of direct work experience in Student Services including one year in a coordinating or supervisory capacity.
  • Ability to advocate for the Counseling Division including the areas of General Counseling, Articulation, Transfer Center, Career Center, the Human Services Program and Addiction Studies Program.
  • Knowledge of higher education in community colleges, including the mission of the California Community Colleges.
  • Student Equity and Achievement Program regulations and implementation strategies in the area of matriculation in Credit and NonCredit resource development.
  • Demonstrated ability to effectively plan, meet deadlines and establish structures, systems, and processes to reach goals and objectives with initiative and to completion.
  • Knowledge of state regulations.
