Behavioral Health Supervisor

Arlington County Department of Human Services (DHS) Behavioral Health Care Division (BHD) is seeking a Behavioral Health Supervisor for the Substance Use Outpatient Team in the  Adult Clinical Services Bureau. This position will provide clinical and administrative supervision to a team of  licensed behavioral health clinicians, licensure supervisees, QMHP’s, and Peer Support Specialists. The team provides individual and group psychotherapy services to clients with a Substance Use Disorder and/or a co-occurring Substance Use Disorder (SUD) and Serious Mental Illness (SMI) utilizing evidence based, recovery oriented, and trauma informed interventions in order to promote recovery and independence of persons served. The employee works independently and facilitates collaboration amongst other teams in the Bureau, the Department and our partners in Arlington County.

Responsibilities

Specific duties include:

  • Setting program and/or unit goals, objectives and priorities, in accordance with clinical therapeutic protocols, practices and principles;
  • Assessing program needs, balancing the varying needs and priorities with available resources;
  • Identifying, developing and implementing new services and treatment approaches to meet ever changing needs and budget constraints;
  • Assuring the integration of program services within the bureau, division and department;
  • Organizing the work, developing work programs and schedules, assigning and/or providing technical clinical expertise in the provision and review of staff’s work with clients.;
  • Monitoring and measuring program effectiveness and providing mechanisms for staff development;
  • Providing input on developing and administering a budget; and 
  • Developing and implementing policies, interpreting regulations, and establishing clinical protocols for services. 

The successful candidate will be knowledgeable about evidence-based treatment modalities and Trauma Informed Care for Mental Health and Substance Use Disorders; have experience providing clinical supervision for licensees, newly licensed staff and seasoned clinicians who are providing treatment to clients with SUD and SMI.

Qualifications

Minimums: 

  • Master’s degree in a clinical field such as Counseling, Psychiatric Social Work, Psychology, Art Therapy, or other directly related clinical field; and
  • Significant and considerable experience providing clinical therapy and other mental health services, which included the application of diagnostic and treatment services. The above experience should include experience providing services directly related to position’s assignment.  

Licenses/Certifications: Possession of professional licensure (LPC, LCP, LMFT, LCSW) from the appropriate board of the Virginia Department of Health Professions, appropriate to the employee’s discipline, is required upon hire or within 90 days of hire. Virginia licensure as a Clinical Psychologist may be acceptable licensure, based on area of assignment. 

Desirables: Preference may be given to candidates with one or more of the following experiences:

  • Experience providing clinical and administrative supervision to staff;
  • Demonstrated experience implementing one or more evidence based treatment modalities with a team of clinicians;
  • Conducting assessments of clients with a Substance Use Disorder diagnoses and Co-Occurring SMI and SUD diagnoses to determine needs for outpatient clinical services, housing needs, financial entitlements, and other services;
  • Collecting and utilizing data to measure program outcomes and inform program adjustments; and
  • Currently licensed as an LCSW in Virginia.

SPECIAL REQUIREMENTS

Any offer of employment may be contingent upon a favorable review of the applicant’s driving record and criminal history which may include an NCIC check, a Virginia State Police background check, an FBI fingerprint background check, and/or a Virginia Department of Social Services Child Protective Services Central Registry search.
Must complete pre-hire federal background check and State of Virginia Central Registry check.

Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:

  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.

ADDITIONAL INFORMATION

Work Hours: 40 hours per week with normal working hours between 8:00 a.m. to 5:00 p.m., Monday through Friday with some flexibility. Employee may be required to work some evenings and weekends depending on programmatic need.
