Fred Sandoval, MPA
NLBHA Executive Director
Fred has over 34 years professional experience in health and human services. Fred served as the President of the National Latino Behavioral Health Association, where he currently works as the Executive Director. He served as a member of the SAMHSA Health Care Reform Community of Practice advising on effective outreach and enrollment of uninsured Latinos. Fred served on the National Council of La Raza Affiliate Council. He was formerly appointed by Governor Bill Richardson as the Deputy Secretary of Health and Income Support Division Director for the State of New Mexico and was the alternate to the U.S.-Mexico Border Health Commission. He served as First Vice President of the National Alliance on Mental Illness (NAMI) in Arlington, VA. Fred worked as the Human Service Planning Supervisor for the City of Santa Fe overseeing CDBG and human services programs. Fred met with and participated in President George W. Bush’ announcement of the New Freedom Commission in Albuquerque, NM and served on the National Latino Mental Health Congress during the President Clinton administration. He has served on numerous national, regional and community boards, councils, commissions and committees. He is a nationally recognized trainer and consultant on culturally informed practices. He received his Masters in Public Administration from Northern Arizona University in 1992 and his Bachelors of University Studies from the University of New Mexico in 1980. He has received the SAMHSA Administrator Award, the Cerro Grande Fire Hero Award, the Con Alma Health Foundation Health Hero Award and numerous national recognition for his work in and with Latino communities. His technical skills include data research and analysis, program evaluation, planning and community needs assessments, policy research and analysis, program development, budget preparation, business planning, environment scans, survey development & administration, and technical report writing.
Dr. Yolanda Rodriguez

Dr. Rodriguez is a licensed clinical psychologist serving the Latino population in Tennessee. She received her doctoral degree from the University of Mississippi and completed her postdoctoral training at Cherokee Health Systems. Dr. Rodriguez has worked in community clinics, non-profit healthcare centers, and federally qualified healthcare centers in Texas, Mississippi, and Tennessee. She has also actively participated in community projects to promote health equity and access to mental health services among Latino and refugee populations. She also helped establish a refugee welcome center In Texas in 2014. Dr. Rodriguez currently specializes in providing culturally sensitive psychotherapy and assessment services to adults in English and Spanish. Dr. Rodriguez also serves as a trainer for local Latino non-profit- organizations and recently graduated from the National Latino Behavioral Health Association Leadership academy.

Dr. Ruben J. Lozano
NLBHA Board President
Dr. Lozano retired from public service in 2005 as Deputy Director of the State Department of Mental Health where he spent 27 of his 30-year career with the State of California. As Deputy Director, he was responsible for overseeing the development of Cultural Competence Standards for Mental Health Services provided by California’s 58 Counties. He then created Teams that reviewed each County for compliance with those standards. Dr Lozano was also responsible for Teams performing Fiscal Audits, the Pre-Admission Screening and Resident Review, and Licensing and Certification of Facilities providing mental health services. He continues to work as a contract Pharmacy Supervisor in the Department of State Hospitals-Napa Facility.

Luis M. Garcia, PsyD

As Vice President of Quality Care, Cultural Diversity, and Government & Community Relations and former Vice President of Latino Program Development for Pacific Clinics, Dr. Garcia develops culturally competent programs that focus on Latino client and family needs. In 2001 he developed the Clinics’ School-Based program addressing suicide prevention and early treatment for Latino children and adolescents, including individual, family and group services. He also coordinates the development of trainings, conferences, and educational material for mental health professionals, clients, and families. The Pacific Clinics Latino Mental Health Conference is now going on its 22nd year under Dr. Garcia’s leadership. He is the Pacific Clinics Liasion to elected officials in advocating for legislation and funding for the unserved and the underserved populations. His areas of interest and expertise include socio-cultural and psycho-social factors influencing psychopathology, assessment, and interventions for Latinos. Dr. Garcia is a strong proponent of networking with community leaders to promote mental health awareness among Latinos and throughout the nation.

Eduardo Garcia, Esq.

Eduardo García is an attorney at Erie Neighborhood House in Chicago, Illinois. He received his B.A. in history in 2007 and M.A. in history in 2010, both from the University of Texas at El Paso. Eduardo graduated from the UNM School of Law in 2018. He was an Equal Justice Works Fellow at the New Mexico Immigrant Law Center in Albuquerque, New Mexico. During law school, Eduardo was a judicial clerk at the Pueblo of Isleta Appellate Court and was the recipient of the Peggy Browning Labor Law Fellowship hosted by the New Mexico Center on Law and Poverty. He has served as the director and faculty for the Marshall-Brennan Constitutional Literacy Project at the UNM School of Law and has served as a board member of the Immigration Law Section of the State Bar of New Mexico.
Eduardo is a native of the Juárez, México-El Paso, Texas borderland where he experienced the complexities of the border and became involved in community organizing and activism. He became involved in the struggle for justice in support of immigrants, farmworkers, day laborers, and retail and service industry workers. His interest in law includes the intersection between immigrants’ and workers’ rights and in social and economic justice, including access to healthcare.
Lissette Badillo, MPH, BBA, CHES
NLBHA Board Member
Lissette is a bilingual, bicultural, and solutions driven Latina Mexicana with lifelong experience in advocating for and engaging the Latino community in health behavior change. Lissette is also a Certified Health Education Specialist and has successfully collaborated with community partners to assist individuals in identifying their personal health practices that place them at risk for developing chronic diseases. Lissette is originally from Mexico and immigrated to the United States as a migrant farmworker early in her life. She was the first person in her family to graduate from high school and to pursue a higher education. In combination with her professional expertise, Lissette uses her personal story to implement audience centric initiatives and promote health equity.

Dr. Susie Villalobos
NLBHA Program Director
Dr. Susie Villalobos is an accomplished researcher, evaluator, and certified Clinical Research Associate with over 25 years of experience leading large-scale public health initiatives and community-based projects. Dr. Villalobos specializes in designing and implementing rigorous evaluation frameworks that deliver measurable outcomes, particularly within underserved communities. Her extensive experience includes collaboration with prominent organizations such as the National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA), Substance Abuse and Mental Health Services Administration (SAMHSA), and the Centers for Disease Control and Prevention (CDC), where she has led cross-border projects addressing health disparities. She applies her deep knowledge of grant management, stakeholder engagement, and policy analysis to each initiative, ensuring high-impact results.
As a former Regional Evaluator for the State of Texas, Dr. Villalobos has led high-impact projects across mental health and substance use prevention, applying evidence-based methodologies to assess program effectiveness. She has contributed significantly to the SAMHSA Strategic Prevention Framework, ensuring that data-driven approaches and cultural competence guide program development and delivery.
Fluent in both English and Spanish, Dr. Villalobos is committed to advancing equitable access to care for Latino populations, utilizing her certifications and expertise in trauma to foster community well-being. Her ability to translate complex data into actionable insights continues to empower organizations across the Southwest to enhance health outcomes and service delivery.
